Care to also include the parents and parent substitutes, families and households. The CHAMPs Initiative is about the private sector and civil society introducing a coordinated strategic response against the epidemic. The private/civic sector response should co-exist with public sector programs. The need is to activate untapped community resources in the combat against the epidemic. The joint power of these resources is immense and needs to be harnessed against the epidemic in a coordinated manner. This is in essence what the CHAMPs Initiative is about.

The CHAMPs program, implemented by CompreCare, started in its present format on 1 August 2005. The CHAMPs program is in its fifth year of funding (October 2009 to September 2010).

Eleven sub-partners are engaged to assist with the implementation of prevention and child care programs. CompreCare has ensured that the sub-partners implement their plans according to the CHAMPs philosophy, strategy and principals and according to the requirements of donors.

CompreCare is responsible for overall project management, including strategic management, financial management, monitoring and evaluation of the CHAMPs program. CompreCare Office has put into place a systematic and coordinated management program to ensure that finances are well managed and objectives and targets are reached.

A sound financial management and monitoring and evaluation plan has been developed for each partner to ensure that all targets and requirements are met. A liaison structure for regular bi- and multilateral lateral contact among organizations is also in place to ensure that all participating partners work in a coordinated and focused manner.

CompreCare compiled a data quality management manual. The capacity of the sub-partners was subsequently built by training them in applying data quality principles.
